Supranationalism takes simple inter country relations between countries and applies them to various countries in an unified manner. Should one country decide it is not in their interest to develop a relationship with another entity, it will not develop it. In the same way, should a country decide it is in their interest to enter in a series of treaties, the country can decide to enter and follow all the rules the treaties enforce.
