Labor intensive technologies are on the decline; scientific knowledge and technological principles are now considered key to increase productivity and wealth. The concomitant transformations in the global economy, international relations, and social institutions require a constant re-conceptualization and re-formulation of systems to steer and manage this process of change. Reform of education and training systems is therefore pivotal in preparing people to address the new market demands and to capitalize on emerging opportunities. Over the past two decades industrialized countries as well as the developing world have been engaged in a process of education reform.
