The rebellion was launched by the CPN-M on 13 February 1996 with the stated purpose of overthrowing the Nepalese monarchy and establishing a people's republic.
According to constitution, whenever there is a conflict between laws, <span>Federal law shall predominate state law. In order to maintain the structural obligation between each states in United States, a central regulation (from the federal government) is needed to create some sort of regulatory standard for the states.</span>
