If the air goes up 2000 ft it will cool by  (given lapse rate 15/1000)

 15 C * 2 = 30 C  

then it will be  25 - 30 = -5C    

so yes it will form clouds as this is below the dew point of 9 C

25 - 15/1000 x  = 9      shows at x = 1067 m to reach dew point and cloud
