The defects or flaws are;

  • The inefficiency of the staff in the implementation of the program.
  • The non satisfactory performance of institutions giving credit facility
  • Officials are said to be ill-motivated and they not well trained and also corrupt.

Some of the key reasons for the defects is that is the lack of proper implementation and adequate targeting lead to the downfall of this system. There was found to be an overlapping of schemes and corruption among the staffs which lead to wastage of resources.
