I am not actually sure it could be C or D. Shudras were laborers. Vaishyas were farmers, traders and merchants. However they were in the article iI read it did not state whether or not if there were poor farmers or menial laborers. But from all that I read I would probably pick  C.

Basically the mutually assured destruction or MAD deterred people from attacking because they knew they would be destroyed aswell in turn. Preventing military conflict by the mutual understanding that if you provoke or attack us it wont be to far away from us attacking you back
