If it is present perfect tense, it means that the action was already done relatively to the present (has/have with past participle). If it is past perfect tense, action is already finished relatively to the past (had with past participle and if it is future perfect tense, action is complete relatively to the future (will have with past participle).

Yes, anyone can and if you don't understand the concept of being hoax go to google and look it up. the sound and video make people more inclined to a hoax because everyone loves funny things (opinion) but most people do (fact) would u want to laugh? Or just be down all day? the answer is because of most people like funny things. :)
