Several changes would undoubtedly have surprised a knowledgeable observer, including;

- the emergence of Islam;

- the revival of China and Western Europe;

-the collapse of the Byzantine Empire;

-the emergence of Russia and the spread of Christianity into that region;

-the emergence of states in Southeast Asia;

-the emergence of Japan;

-the emergence of powerful empires in West Africa.

However, some features would still be recognizable, such as;

- the persistence of Paleolithic, agricultural village, and herding societies;

-the continuance, albeit at a more intense rate, of long-distance commerce and exchange;

-the persistence of broad cultural traditions, especially in the Mesoamerican, Andean, Chinese, European, and Indian civilizations.

The reason is that there is a water shortage happening there.  They needed to conserve water and be supplied from sources.  Right now there are strict measures in the use of water in that area to ensure that it does not go to waste.

There was a division based on ideas in America as some opposed against it while others supported it (the government). Often violence and marches were held by students on campuses and in Washington to show their protest against the government decision.

This authority was given to them because the people believed that the congress would decide for the common good.

Moreover, only the federal legislature has the right to contract debts, lay taxes and if they believed that a state law may prevent the collection of a federal tax, then they can repeal state laws making sure that it is for the benefit of the United States.

The Dark Ages were not good for anyone unless  you were on the bottom 90% of the society...then the falling of the Western Empire meant an improvement. Slaver vanishes, the burdens of taxes on you were decreased, society became less confusing, regional production improved and people were in most cases, taller and healthier than during the Late Imperial period. The fact that all Continental Barbarian nations adopted Latin language and Roman law and attempted to salvage what salvageable was, meant civilization did not collapse altogether. If you were on the top 10% of the society, the Dark Ages were a catastrophe; the Empire was gone, as was the international trade, literacy had collapsed with the papyrus trade and hyperinflation had meant monetary trade had collapsed and replaced with barter trade.
