Henry Clay was a congressman and during that time he made the proposal for the Compromise of 1850. This compromise <em>was a package of laws</em> that were passed by the Congress, it <em>created New Mexico and Utah, admitted California as a free state, made Texas loose territory for New Mexico state, ended Washington DC slave trade and made easier to slave owners to recover slaves that ran away</em>.
