Congress lacked authority, they could not protect trade between foreign nations and other states.
C. Alcohol consumption decreased but did not entirely stop
because, even though alcohol was banned people still sold alcohol in what we call speakeasies sold illegal alcohol
The first ten amendments to the U.S. Constitution are summarized below.

Changes: Constitutional end to slavery and granted citizenship and voting rights.
Continuities: Blacks continued to work on plantation lands doing much the same work as before 1865. They were segregated from whites and often were not given the right to vote.
