They do have their own reasons for spending money -- most of it having to do with what the electorate seems to want. Health Care and Education seem to be very important to most people. So C and D are not the answer.
A is a bit marginal, but a police force would come under this category. So would a fire department. So Public Safety would be a priority.
That leaves us with B. It is a cynical and frivilous choice.
