Primarily, there were clear differences in the objectives of the settlers and the objectives of the crown in establishing colonies in North America.

Thus, on the one hand, the settlers sought to establish a society where religious tolerance was the fundamental rule, and where individual freedoms and economic and political liberalism prevailed over conservatism and religious rigidity.

Meanwhile, the English crown had other objectives: by encouraging the relocation of settlers to North America, it promoted its mercantilist and expansionist project that would allow it to exploit the riches of the continent, and establish itself as the main power of its time.
