False

Explanation:

  • Shortly after the enlistment of the US Regular Army in July 1775, Major General Philip, commander of the North Section, made a plan to occupy Canada.
  • The goal was to deprive the loyalists of an important base from which they could invade upper New York. General Richard Montgomery commanded the army.
  • Arnold suggested that the Second Army attack by traveling upstream on the River in Maine and downstream the Chaudier River all the way to Quebec. Arnold believed that if the Americans conquered Montreal and Quebec, most French colonialists would join the Americans in fighting the British.
  • General George Washington and Congress allowed that change of plan and promoted Arnold to lieutenant colonel of the U.S. Army, and gave him the lead to attack Quebec.
