Domestic terrorism, also known as homegrown terrorism, is a type of terrorism in which victims "within a country are targeted by a perpetrator who shares the victims' citizenship." There are numerous definitions of terrorism, none of which is universally accepted. Terrorism was defined by the US Department of State in 2003 as "premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents, usually with the intent to influence an audience." However, because no such criminal law exists in the United States, the government cannot charge someone with domestic terrorism.
