We have to remember that the previous Constitution, the General Assembly and the Constitution of 1895, promoted by white Congressman Benjamin Tillman, restored the white supremacy in the state and limited the rights of the African Americans.

So time passed by, and  South Carolina moved to a more representative form of government with the Modern Assembly of 1965, when the federal government passed the Voting Rights Act of 1965, granting more liberties and rights for the African American people in the state.
