Original jurisdiction refers to the power to hear a case for the first time, as opposed to appellate jurisdiction, which is the power of a higher court to review a lower court's decision.
The Code of Laws of the United States of America (shortened to just United States Code or U.S.C.) states it this way: "T<span>he </span>district courts<span> shall have </span>original jurisdiction<span> of all civil actions arising under the Constitution, laws, or treaties of the United States."</span>

The main reason for this was slavery. The US did not want to annex Texas because doing so would have upset the balance between slave states and free states that had been accomplished with the Missouri Compromise of 1820. When Texas became independent, it wanted to join up with the United States.
The statement "Nothing was illegal since" is ironic because in the past, there were no laws to serve as guidelines of what is "legal" and "illegal". Thus, one cannot say that nothing was illegal since. Also, there were no rules to follow and no one designated to judge a person based on his actions.
