I'm assuming that the question is "what is the purpose of government?".

To answer the question, the purpose of a government is to protect civilians of the country, set laws, to set things straight. Imagine a world without a government, everything would be very out of control, and there would be no laws, so then everyone would be doing their own thing. So when there is a government, there's most definitely a purpose.
