The author seems to use words and actions as characterization so the reader has to put all the pieces together to infer the insight of the character. It might be added that the main concern is how Fredo develops from being a victim to fighting back against victimization and injustice. </span>
I do not have the documents in front of me but I can explain it. The Declaration of Independence was mainly critical in that it was criticizing the England's leadership as it was declaring its freedom. In contrast, the Constitution was much more upbeat and positive in that it listed the numerous right that would be awarded to people in a new democratic nation.
Enthusiastic because it said that they were excited.
