Answer:

I think that you would expect Romeo to fight.  But, now that he is married and a "man" he wants to attempt to restore peace instead of fight.  Tybalt gives a verbal attack on Romeo.  Romeo does not want to fight him.  Romeo throws himself between the two that are fighting in order to make them chill and do the "right thing".  Romeo is now very angry that Mercutio dies.  He thinks it should be him in Mercutio's place.  Tybalt comes back into the picture and Romeo draws his sword to fight.  Romeo kills Tybalt.  Romeo has to now RUN.  Now he is the "fool".  Even though Romeo was trying to get everyone to keep the peace - Lady Capulet - Juliet's mom, Tybalt's aunt...wants Romeo's life in place of Tybalt's life.  Romeo is then exiled and if he is found he will be killed.  Well, you know the ending - he dies anyways.  Was his death in vain; was it because he took another life? Was it his love for Juliet?  Was he depressed and realized he could never have a good life with his LOVE forever and ever....

Cain used it meaning that he was not responsible for what his brother did, and if his brother made bad decisions the consequences should fall on him, and not Cain, that t wasn't his job to babysit his brother. By alluding to this quote in the passage Mr. Utterson was saying that it is not his job to monitor or judge anyone, that he is not anyone's keeper or babysitter. it is not his job to judge the actions of others as right or wrong, and he "let's his brother go to the devil in his own way." Meaning if you want to make bad choices he is not responsible for what you do, and will not judge you for doing it. he's basically saying we're all grown ups here, do what you want to do, and I'll be your friend either way....we are all responsible for our own choices good or bad.
