The effect is that Frank's 10% sucrose bag will be heavier than that of others.

Water molecules move from the region of lower solute concentration to the region of higher solute concentration.

Thus, water will continue to enter into a 10% sucrose bad dropped in a beaker of water until an equilibrium is established between the 2 media.

This means that the longer the bag stays in the beater containing water, the more the water will enter, and the heavier it will weigh.
