If you're comparing the Virginia Plan to the New Jersey Plan, the answer is that the Virginia plan wished for the third branch of government to be based upon the population of each state rather than each state having the same amount because, at the time, it had one of the largest populations whereas New Jersey had one of the smallest. 
If the answer is meant to be something else I would need more information.
