I would probably answer with B, because facial expressions would tell if the reader is pleased, annoyed, saddened, ect. by the content :)
This statement is<span> jargon, </span>and jargon is the language used by certain professions, such as lawyers, doctors, etc.
So having this in mind, we can see that the sentence clearly used medical terms, so it has to be jargon.
In my opinion, there are two possible reasons.
First, the government probably does not think these guys are any kind of a threat to them. I mean, so what if there are some people out walking around when no one knows they're there? It's like the thing about the tree falling in the forest with no one around.
I believe that the answer for this one would be A " endless sky".
