The South has particular conditions that need to be taken into account. thus option D is correct.

What does Booker T. Washington have the most clout for?

Born into slavery, Booker T. Washington (1856–1915) developed into one of the major African American thinkers of the 19th century, founded the National Negro Business League in 1881 and Tuskegee Normal and Industrial Institute (now Tuskegee University) two decades later.

One-third of the people in the South are of the black race, Mr. President, gentlemen of the board of directors, and citizens. No business can ignore this segment of our population and achieve the greatest success while pursuing the material, civil, or moral welfare of this group.
