After years of communist party there were lots of focus on the vision of Jose Martí to shift to more religious freedom and secular government.

The proposed government system will allowed individuals to promote social and economic changes in the the 1992 constitution.

Hence, the need for a constitution flexible in Cuba promoted the government to make these changes on its constitution.
