Some viewed them as intruders competing for land and wealth in California while other viewed them as refugees escaping a natural disaster that they had no control over. The survivors just wanted to live in peace and make a living in california. The survivors were refugees because they just wanted to survive and if they had the intention to make money and be wealthy they would have done that before the Dust Bowl occured.

The Dust Bowl was a devestating event in the US history that affected all of the US. The survivors of the dust bowl were refugees with no intention of getting rich hoping to live and survive.
