Both recognize the threat of the enemy but emphasize America's power to defeat it.

Roosevelt's infamy speech:

It was given just one day after the infamous attack by the Japanese military on Pearl Harbor. In this speech to Congress, Roosevelt discusses how this was a cowardly attack that negatively affected America. However, he goes on to discuss that America will experience a triumph no matter what it takes.

George W. Bush has a similar message after the terrorist attacks on the Twin Towers on September 11, 2001. Bush express the sadness that occurs with this event but also discusses how America will defeat the individuals responsible for this disastorous event.
