Client notifications is a publish/subscribe logic which enables an asynchronous system of message delivery. This means that message is sent at regular intervals. This is the case with the requirement of the Universal Containers who sends mails to support personnel from Salesforce in cases of unhandled exceptions.
Clients can book themselves on to a queue to be able to receive heads-up when there is a publication. Universal Containers can make this kind of Client notifications for an external system.
