This is because the 17th century started with a lot of political chaos such as struggles for power, peasant rebellions, foreign invasions and others while the 18 century saw that Russia made no improvement as they were said to be politically, economically and socially backwards.
A piece of information that I would like to add is that at the time when Peter the Great inherited it was known to be not absolutist, not centralized, not respected at all by Europe and they had no colonies.
