It was stated that new wars would be prevented by performing disarmament and through collective security, and that conflicts should be solved through negotiation and arbitration. The diplomatic attitude evidenced a totally new approach in international relations.
The league did not have its own armed forces. The enforcement of its resolutions relied upon the victorious Powers of WWI (France, the United Kingdom, Italy and Japan) and these were also the permanent members of the executive Council of the League. These countries were in charge of the application of economic sanctions, or of the provision of an army if needed. The Great Powers were not very committed to these undertake these responsibilities, also sanctions were not complied with due to the lack of enforcement. These aspects evidenced how the League of Nations was a weak institution.
