The U.S. government and state governments endorse institutional racism by embedding some laws in the constitution that favors the color from the United states more that other racers from another country.

How is the U.S. government and state governments endorsing institutional racism?

Institutional racism can be described as the  systemic racism, is a kind of racism  which is been embedded in the laws as well as the  regulations of a society  in the country.

And US do endorse it because, there are ways by which some of the law favors the race from the united states compare to other races from, other countries.
