The bicameral system of the legislature recognizes the Senate (two members from each state) and the House of Representatives (based on states' population).

In the Senate, there are fewer rules that limit floor debate of bills than in the House of Representatives because the Senate has fewer members than the House of Representatives.  Therefore, Senators can speak on a bill for a longer time.

On the other hand, the House of Representatives is governed by the Rules Committee, which regulates debates and ensures that members are equally given opportunities to speak.
