The Act sparked violent demonstrations in America, where colonists believed that "No Taxation without Representation" should apply and that it was against British law for people to be forced to pay a tax they had not agreed to through representation in Parliament.

Instead, the British government claimed that the colonists had virtual representation in Parliament, just like the thousands of other British subjects who were denied the right to vote or non-voting areas like Birmingham and Manchester. The Commons, it claimed, passed laws that applied to all British subjects worldwide.

The colonists responded by stating that they were already represented in their own colonial assembly, which were elected entities responsible for passing legislation.
