Because in the given passage there are two methods for this to happen: the "standard" option is to have a new character narrate, say, a different chapter, or to have the tale jump from the first person to the third person point of view or third to the first person point of view . The alternative is to keep the same narrator in first and just let them describe a situation they weren't present for.

When using first person, the narrator usually describes an event that happened in the past to the reader. The reader experiences the events of the tale in third person, unless the story is written in the past tense.

As in the given passage the first person point of view is also use as the narrator is describing about miss Lottie and third-person point of view limited is also used as the passage is in past tense.
