Deterrence theory maintains that nuclear weapons are intended to prevent other states from attacking with their nuclear weapons, through the promise of vengeance and possibly mutually assured destruction.

The military doctrine is that an enemy will be deterred from using nuclear weapons as long as he can be destroyed as a consequence. When two countries resort to nuclear deterrence the consequence could be joint devastation. Nuclear deterrence can also be applied to an invasion by conventional forces.

The United States adopted nuclear deterrence, the credible threat of retaliation to forestall an enemy attack. To make its threat persuasive, the United States during the 1950s developed and deployed several types of delivery methods for striking the Soviet Union with nuclear weapons.
