In this excerpt, Thomas Paine wanted to awaken the consciousness of the people to the task of selecting the right leader for America. He reminded them that the task goes beyond conquering England.

They also have to be careful when selecting the next leader so that they will not end up worse than before. If they selected an American leader who was a ruffian, then their former condition will be better than the present one.
