False,  As U.S. had started defending the democracies after World war 1 and after the world war 2 it started institutionalizing democracy in the countries who had lost in the war such as, <em>Japan</em> and <em>Germany.</em>

After the cold-war, U.S. had started promotion of Democracies actively, with the consensus of dissolution of Soviet union.
