The answer is 3/2

you can divide each or one of the vertice(s) of the triangle  A'B'C' by the triangle ABC to find the scale factor of dilation..... So
 
vertice of A and A'

A' (7.5)/ (5) A= 1.5         3/2=1.5
A' (4.5)/(3) A=1.5

So, if we put 3/2 in decimal is equal to   1.5, and 1.5 is the scale factor of this dilation between the division of the vertice A' by vertice A
