At the very beginning, we can see how Flavius and Marullus are dispersing the crowd; this is how literally the script starts. These characters are also in anger because of the people who are cheering for Caesar's return and they start mentioning bad things Caesar has done. However, we can also see that Flavius and Marullus are fearful of Caesar's power when Flavius gives the order to dispossess Caesar's statues from everything.
