The technique which Chaucer used to create lively characters is an indirect characterization.

This characterization is the way of defining/elaborating a character through it's thoughts, actions, speech, and dialogue. This type of characterization is there to guide the readers in outline their own conclusions about a character.

The author/narrator doesn't tell you but shows it by disclosing a character's attributes through his or her actions and speech. The indirect characterization is considered better for the engagement of the reader.

It is so because through indirect characterization Chaucer tells how each character looks/dresses, thinks, feels, speaks, and acts. In this characterization speech, thought, effects and actions are involved.
