The Clifford Constitution of 1922 abolished the Nigerian council of 1914 as it was succeeded by a new legislative council into which Nigerians will be given way to power via electoral principles.

 viewing the provisions of Clifford Constitution, the legislative council was constituted of forty-six members of which official members containing the governor and nineteen non-official members out of which fifteen were decided by the governor, ten out of nineteen non-officials were Nigerians. Further, it was discovered that for the category of a male adult who can vote and be voted for must have remained in the country for twelve months and have a total annual income of one hundred pounds per annum. Also, it is important to know that, the North was not fused into the legislative council. But the governor maintains to rule by proclamation in the North. The era more led to the establishment of the original political party in Nigeria in 1923 by Herbert Macaulay (NNDP) and the establishing of the newspaper like West African Pilot and Lagos Daily News.
