This type of ruler sounds like a dictator. A dictator is an individual with absolute power over a country, making any laws that he/she sees as necessary. This person usually gains their position by force and gets rid of anyone who will try to stop them. A historical example of a dictator would be Adolph Hitler, who used the tactics described above to rise to political power in Germany.
