COBRA('C' for Consolidated) is a Federal law that provides rights to temporary continuation of group health plan coverage for certain employees, retirees and family members at group rates.

OBRA requires that all nursing homes that accept Medicare or Medicaid funding comply with the federal nursing home safety regulations.
