Communication using gesture is a part of nonverbal communication.

Non-verbal communication is the form of communication wherein the message is conveyed through gestures. Non-verbal communication does not stop with the pause in verbal communication.

Some of the examples of non-verbal communication which are not found in written essays are eye contact, gesture, body movement, eye contact, space etc.

As implied by Kendon (1983), nonverbal signals functions in coordination with the verbal communication upon how we feel, who we are, what we feel about other and so forth.

The message becomes easier to interpret when the verbal and nonverbal communication complements each other. When trying to achieve communication goals nonverbal actions are used to elaborate the verbal communication. When nonverbal signals are in coordination with the verbal signal, messages are best remembered with such affirmation.

In the story, everybody in the dystopian society was given impairments to 'level the playing field' so to speak. No one person was smarter or faster or different from anybody else. In doing this, it's supposed to be supporting the idea of a more 'fair' society; however, the supposed 'equality' that resulted from this was ultimately the impairment of the broader spectrum of society.
