The Articles of Confederation were adopted by the on November 15, 1777. This document served as the United States' first constitution. It was in force from March 1, 1781, until 1789 when the present-day Constitution went into effect. the Articles of Confederation served as the written document that established the functions of the national government of the United States after it declared independence from Great Britain. Articles of confederation's genesis is in the practice of colonial past of Great Britain mostly.

There was a charter, or a formal agreement, between each of the 13 colonies and the King of England. Royal colonies had direct royal control specified in their charters. The monarch chose governors, who had virtually total power. The legislatures had influence over the Governors' compensation and utilized this power to keep them in line with colonial objectives. The Richmond House of Burgesses, which was founded in 1619, served as the first colonial experience
