The lack of enforcement powers under the Articles of Confederation affected the ability of the confederate Congress to make decision because it made it very difficult, as they required nine of the thirteen (13) original states to agree before they could take any action.

The Articles of Confederation are the first written documents that were regarded as the Constitution of the United States of America, which was agreed upon by the thirteen (13) original states.

Under the Articles of Confederation, the national government was unable to raise revenue because of the following reasons:

  • The federal government was not given the power to regulate trade.
  • The federal government needed approval of the states to collect taxes.
  • The state and national currencies competed with each other.
