A public good must be both nonexcludable and nonrivalrous in order to qualify as one. Due of these qualities, it is challenging for market producers to sell the good to individual customers. Nonexcludable refers to a good that makes it difficult or expensive for one user to bar another user from utilizing it. When a good is nonrivalrous, it does not restrict other people from using it.
Example of nonexcludable is When Larry purchases a private commodity, such as a pizza, he can prevent people like Lorna from consuming it. But if national defense is being given, then everyone is included. Even if you vehemently disagree with American defense policies or the level of defense spending, you are still protected by the national defense. The fact that a public good is nonrivalrous, which is its second key feature, ensures that when one person utilizes it, others may do the same.
