I do not believe that anyone has the responsibility to help anyone, however, it does depend on the situation.  For example, when someone repeatedly chooses to do things that make them unhappy it is their responsibility to help themselves because they know they won't be happy with their descision, yet they make it. If they reach out and ask for help it is okay to help them, but if you have your own life to deal with then focus on you, because everyone has their own responibilites to deal with and you need to be your priortity.
