Halogens can engage in a substitution reaction with a molecule containing carbonyls and hydrogens. The propensity of carbonyl compounds to generate enolates under basic conditions and enols under acidic conditions is what causes this reaction.

In this reaction, there is no acid (HBr) present. This is why it proceeds slowly at the beginning. Eventually, HBr forms by the reaction of the enol form of m-chloroproiophenone and Br_{2}.
