The United States was initially an exclusive country. The United States under George Washington held the view that getting engaged in international matters would result in worsening economic and political issues.

In the past, imperialism was accomplished by strong nations physically occupying or dominating a weaker nation by diplomatic, military, and economic means. Before the United States started engaging in imperialism, Great Britain, France, Russia, and Spain used imperialism to make their countries into superpowers. The United States needed to restore and strengthen its standing in the world after the Civil War concluded in 1865. Alfred Thayer Mahan, a military historian, believed that for America to have a stronger worldwide presence, the fleet needed to be modernized.
