What were the conciliatory proposition groups?

The Conciliatory Resolution  of 1775 stated  that any colony which has  contributed to the common defence and provided support for the civil government and the administration of justice  would be free of tax payment  except those which are necessary for the regulation of commerce.

The resolution was sent to the individual colonies, and intentionally ignored the extralegal Continental Congress. The Continental Congress representing the thirteen colonies rejected the proposal as they considered it as against their exclusive right to raise revenue.
